I don't have any direct experience in that regard but the fastest way would be to find an existing outfit that wants to sell and get out.
Other than that, you'll want to find out who's in charge of contractor relations at the MSO you want in at. You're probably going to want to show that you are very financially solvent and have all your licenses, etc. Also, you are going to want to approach them with at least 10 guys ready to work, likely more as they don't want to deal with single man operations.
Of course, I'm from Vegas so you could always just buy them lots of hookers and blow.
