I ended up doing DISH service calls after Katrina. Wasn't bad, I made quite a bit of money, actually. Don't think I would do it today though because DISH expects you to do everything up to and including full re-installation of a system on a service call. That said, if I got offered a contract that specifically excluded re-speccing of a job and was strictly "get them up and running", I might consider it.
DTV service calls might not be bad after a storm. Just keep in mind that most of the service calls are going to be bad LNBs and wet connectors. You can work through a lot of these. Once again, I would stipulate that there would be no QC-related backcharges except for LOS or improperly mounted dish. I would not tolerate being dinged for a missing drip loop.
