I know Quest built fiber along all the freeways here in michigan as a spec operation. Don't know how successful the were at leasing it out but you gotta figure if you spec out aerial vs UG it is about 10 to 1. UG is 10x the cost of aerial. that's if they will allow you to do it in their right of way, City owned or otherwise.
