When I was a lineman looking for work, I would call the system and ask to be put through to the plant manager, then ask him who the contractors were and for a contact numbers. They were usually really helpful, some even went as far as to ask the contractor if I had contacted them, which gives you a better chance of being hired, because they think you know people in the system.
I don't have the numbers you are looking for, but you should be able to get the system number from phone information.
