The Geneva Convention bans the use of hollow point ammo for military use. It costs three to five times as much as practice ammo, and leaves behind a lot more residue in the barrel making cleaning more difficult, so it isn’t for practice. The only possible reason to stock this much is to use on the citizenry. DHS reportedly has ordered 1.5 billion rounds half of which is .40 caliber hollow point.
