Stimulus project Mississippi

There are crews all over the state of Mississippi running fiber to every school in the state. I am assuming since it is a government backed project (the Slumbama plan) Pay should be based on the Davis-Bacon Act.  If soooooo, some of the pay that these lineman and mud dawgz are getting is damn low, and seems like they are getting fooked.
