An estimated 100 million?

Saw the news today that the government released the statement that there are an estimated 100 million people receiving goverment aid. WTF? Estimated? I'm sure they have the exact number with names and addresses. So at least a third of the American population is receiving government assistance. Damn, I didn't realise that we had so many fuckin' bums.
