Per Diem is not a prevailing wage requirement because you are an employee of the contract holder, if it was a Emergency Management Job (FEMA) then and only then if your home base address is over 75 miles away from the locations city hall or county seat are you entitled to per-diem, It is not up to your employer to include that in your check, Per-Diem is a daily paid rate based on the daily COLA and Mileage in the form of non taxable income to insure the forward progress of the emergency work in progress, that is why you sign a log book in hour out hour on a FEMA Job.

An employer can choose to provide Hotel, Food ,Gas allowances daily but the remainder of funds need to be paid per person as a non taxable income.

The last thing a employer want's is to have a GAO Audit on their books
