No that is part of the problem FCC.Gov
they Fine the networks for offensive language and content, They Fine the Cable systems for leakage, Fine the end users every month in the form of a Fcc Fee and do nothing to protect the workers that service the FCC Regulated Equipment.
You Tamper with a FCC Regulated piece of equipment you go to prison
when a person installs a FCC regulated piece of equipment and don't get paid for it they get screwed and the screwer gets richer with no fear of recourse from the .Gov
