Bet it is really from a collection agency. They take over judgments and bad debts all the time and gamble on the ignorance of the person they are after. Their letters look official and scary but are just a bunch of puff. Take a closer look at the letter to see if I may be right. Regardless, when you garnish wages, the Plaintiff serves the employer with the garnishment, not the employee. Further evidence that the letter is just a scare tactic and a bunch of double talk. Don't tell them anything and sure as heck don't give them any money. If they threaten your Credit, 100% chance they are bluffing. I 've had agencies come after me for a CC processing lease machine I had signed off on over 11 years ago. I just tell them to F off and dared them to sue me. My credit is completely unaffected. Just a bunch of paper tigers.
