Cities get a franchise fee, that is a portion of the gross receipts of the cable company. They can do this because the cable companies cross right of ways that belong to the city. On top of that, all subscriptions are taxed at the local and state rates, just as the dish folks are.
Restrictions on antenna's always have to due with appearance, not function. It is the same way with homewoners associations, trailer courts, etc.
Nothing new, or sinister, no rats, just anal council menbers who think antennas are ugly, which of course they are, but so are poles and street lights, and that Santa that is still up in your niegbors lawn.
