You will need an MPEG-2 analyzer to know if the streams are set correctly. Have you called Drake to see if a firmware upgrade is needed?
Firmware upgrades may also be needed for the TV's, however, most modern TV's will pull in most streams no problem. The only TV I have ever seen that screwed up on tuning was a Philips early model. It would not set the channels on the QAM ch. 33 correctly to the PID's set in the stream, but would instead list them on a 33 dot whatever, (the actual EIA channel assignment with 10 streams) not the virtual channel that you would figure. Pain in the ass. Also 33.1 would not tune during autotune, but if you punched it in direct after a tune, it would come up. Actual virtual channel was supposed to be 54.5.
