I don't believe he's talking sweep. What I think hes doing is putting a signal generator at a high and low Freq and injecting spans of cable to see what the loss is, to see if they are bad. We did that years ago, prior to sweep, on .412 cable to see if would pass the higher freq. sounds like a 550 mhz system and its a MA & Pa outfit.
