CCU Jacksonville

Has anyone else had problems getting paid by CCU Jacksonville.Want to know if anyone else is lashing new cable over fiber without delashing. I was told by CCU that Comcast doesnt pay to delash so place new cable over fiber. I just wonder if Comcast has heard of that??? Let me know of some of the  other war stories.
