Could be:
!. If they get enough applicants they can feel safe to cut rate because they can replace the current techs who quit after the rate cut.
2. They feel they can get more work if they have more techs.
3. They do not yet have a contract but want to walk into the installation office with a full bag of techs, sober & ready to work.
4. They want to replace certain techs and are looking for a likely replacement.
5. Things are so slow they know everyone is looking around and need to get a backup list going just in case everybody walks.
6. The one I am not thinking of right now.
