38dB and you should be looking for a +12dB at the transmitter test point. I'm not at work right now so I don't have the SA guide in front of me, but I 99% sure that's the number SA recommends. They have a side note that says refer to system design, because that number is not set in stone.. Best practice in my opinion, you should user Power Per Hertz formula to prevent laser clipping.
EDIT - That number if for their DFB laser not FP.
