It does not matter. You still cannot work in the same system without waiting. One other way you can do it (I've done this) is if your new employer hires you and sends you out of town to work in another system then brings you back after the waiting period.
PS It may help you to understand better if you think of it as an unspoken work ethics agreement between contractors.
