Everything you just said is accurate...    If the customer did self install or they tore out the old system , roof redo..   etc..   The customer should pay for the reinstall rate...    

If a tech installed it, he should be backcharged for the install....     Or if its out of warranty they customer should have to pay full reinstall rate or Dish pay it for the customer.  

No way should a tech have to redo a system for peanuts.

Walk away from that job.
