I've been in since '77, and it's always been that way. The money used to be good, so noboby cared very much. Work was open ended so you could earn according to how much work you could get done. As an individual, you won't be able to do very much, except insure you won't find any takers. There's always someone willing to do it for less. They pay "local" prices for "road" work. The only nreal chance,would be for a union to be formed, and at this point I doubt there'd be much chance of that ever happening. Not even Jimmy Hoffa could get that done. At this point your best bet might be to find a good company (good luck) doing maintenance, and stay put with them.
