You have a point. Cable just has maintenance going on in most areas. FTTH & FTTP has the most work going on because of the Grant $$.
I dont underestimate the companies you mention because of the grant $$ they have gotten as well. Cable is out of money which is why they are only doing span replacements and splitting nodes to keep up with the competition.
