you are correct --certified payroll is required and also the subs are supposed to sign lein waivers releases stating they have been paid or your invoicing will be delayed. and change orders are seldom done the same day so if you are set up and ready to start a bore or pole attachment etc... you will more than likely move to another location. these are from my experience and may change from state to state.
