This is higher than required for regular CATV work....However, this is not unusal and could be as high as $5 Million...if your working along a Railroad or Interstate Highway system, some federal facilities, major water ways.  Ask your Prime why the request for $3 Million- I would guess who ever he is working for has asked him for $3 Million so he's just passing the buck.   If an accident..it will be your insurance company that will take the hit...not his.  Does he pay you for the cost of obtaining $3 Million.......Good luck...Be Safe................................microman
