Depends on the customer. I have been on jobs where the MSO determines the tier price by counting fibers spliced at each specific location. Each location is its own tier.

I have also worked with MSO's who will count all fibers spliced on a complete job, with multiple locations, towards the tier used.

First way, good. Second way, bad.
