Wrong, these are issued to us by Dish network and are specifically for the purpose of grounding to an electrical meter or air conditioner shut off... So yes they are for that purpose. At least here in Ohio they are. Not sure what you guys do but it's approved here in Ohio. It doesn't impede opening the meter it is designed to allow it to be opened and closed without removing it.. Sheesh what are they teaching you guys??
