It is interduct that is 1" or 1-1/4" is placed sometimes in 4" conduct that is underground. Separates two companies cable or fiber. One leases space to the other. Interduct is sometimes lashed to strand for dangeros areas to kept from pulling new permit the next time you need to cross. Should always leave pull line for next time. Government requires this across rivers freeways state roads railroad crossing.
