It's used for crossings where it would be difficult to delash fiber and cable, Interstates, rivers, railroads etc. If you ever worked a job where you needed to cross a major interstate you would know just what a pain in the ass it is. Just the application paperwork to get the permits alone can take 3 to 6 months to get approved. So once you get everything in place it makes sense to have a path you don't need to jump through the government hoops to access and work on.
