First of all, Luke never "said" that. he was quoting John the Baptist. And John the Baptist said that
" all flesh shall see the salvation of God." He did not say that all flesh shall experience the salvation of God.
He further went on to say,
"And now also the axe is laid unto the root of the trees: every tree therefore which bringeth not forth good fruit is hewn down, and cast into the fire." Luke 3:9
