The law states that the home owner or in this case apartment owner, ownes the cabling 18 inches outside the building. Dual access to lock boxes in or on an apartment building is crutial to keep both the CATV and Satelitte installer from drilling unessacary holes; both should have access to prewired outlets that belong to the property owner. The cable that you install in or on a customers home belongs to the customer, unfortunatly you have to maintain that cable or lose the customer.

pedistals are an entirely different story; the cable company purchased and installed the peds and they own them.
