You don't need to have a provisioned MAC.
The CMTS will establish sync with the dsam, it just won't let it into the internet unless its provisioned. The meters own internally assigned MAC's will allow your dsam to range and give you results without being provisioned. Its no different than buying your own modem and hooking it up, it will lock, but won't surf until provisioned.
