Retailers and DTV

I know contractors and some HSP workers get hit with a chargeback for Sin within 90. Do retailers get hit with a charge back like a contractor for o&o or hsp do? It seems like the mom and pop or the sams clubs and lynxes get away with crap work and others have to go behind and fix it. So my question would be; Do retailers who do not service there own service call get charged back when DTV does them?
