I believe thats the law when dealing with liens ,you send a notice of intenet to file the lien and then do the actual filing. I almost had to do that to solicit some money owed to me. There really seems to be alot of that going around. I like the retainment money ,some companies will keep it for a year after you leave when you are only liable for the job for 30 days. I believe the companies invest that money to collect interest on it .They should have to pay you interest on it
