Go by this and you will be good in any state.
Sounds like you are doing extensions, but if you are crossing a roadway, it needs to be tensioned (saged in with power-telco) and you will need an anchor on both ends.

Unless power is feeding thru to the other side of the street and beyond then you will only need to anchor the term side of your tensioned span
then you can slack to the service drop poles up to 2x 150ft per span as long as you have minimum ground to line clearance.
