Most digital is 6 db down from analog video carrier so basically if analog is balanced at 45 / 36 you are looking for 39/30. Must also adjust your channel plan so that all the channels that are digital are set up as digital on your meter(SDA is all I work with so I'm not sure about other meters) so you are measuring peak power and not total power
