Contractors mapping everywhere I go...????

I have been seeing contractors mapping almost everywhere I travel in the State of Mississippi...Stopped and asked one what was up; Told me they are mapping all over the state of Mississippi for a new telecommunications company...All fiber to the house. Said the company was going to provide HSI, telephone and video. Any one got the fat skinny on this huge project? The one contractor told me it is all going to the outlying rural and small rural towns.
