After reading the first post, I do not think you should OTDR this fiber optic link.

The guy at the H.E. shouldat least  know if the house fiber RX is receiving signal or not.
I feel sorry for worker like you, where company does not provide you with proper training and proper tool to do the job properly. 
My best solution, get the company to supply you with at least a power meter, then you'll if you are getting any light signal and at what strenght.
