Your story was the same thing 50 years ago and is still the same to-day.

To-day owner want to run a cable system the same way they ran it 50 years ago.
I'm sorry, but thing have changed, and lot of owner have not.
I mentionned somewhere on this site before, you do no go to NASCAR car racing with a Volkswagen, you need the latest car technology. Same thing with cable system, you do not have the right testing equipment you'll never fix any problem, specialy in the return section.
