It appears to mean that Timothy was not to be hasty in ordaining someone to an office, without first proving the individual, lest he ordain a wicked man or heretic, therefore partaking of that person's sins by approving them. I know it doesn't have to do with fighting because of the text leading to, and after it, though I am sure there is someone who will argue with me on it.
