I understand that. These are methods the MSO was allowing us to do. They had serious noise issues, and didn't mind a brief service interruption to find and repair a problem. We're talking about a system with a backlog of 2500 modem-related service calls. They actually had some customers who never had service from the time of their install until 90 days later. It was also 7-8 years ago, and there weren't as many VOIP customers as there are today.
Of course, no one wants to interrupt service on a 3-4 active cascade, but you really didn't have to if you broke it down by amp spacing first.
