Obama was sworn in on Jan. 20 2009.   Feb. 17 2009 he signed a $787 billion stimulus bill.  March 2 2009 he signed a $410 billion spending bill with $7.7 billion in earmarks in it. He did not wait 100 days to start his spending spree.

 PS. Bush made sure the wars were funded through the emergency supplemental fund (not the regular budget process) so tax's would not go up.
