The FCC regulates pole attachments and fees (the pole atachment act). The LFA with the authority of the FCC can regulate basic cable fees. http://www.fcc.gov/guides/regulation-cable-tv-rates
PS. Any cable co. that provides hardline phone and/or internet falls under the utility category, and are subject to the same rights (easement rights for one) and regulations as any utility.
