I can not speak for a specific company or individual, BUT, there have been technicians that have HISTORICALLY changed attenuators in properly balanced networks (specifically line extenders) because they can not fix the internal problems in the home. This will of course destroy the proper alignment of the plant. I have seen this happen across the country (and the world for that fact) for years because of non-trained individuals who attempt to do right but instead cause more problems.
