First Transit in Oakland is over seen by BART, Alameda County Transportation Commission, and several other local area governing authorities.

So the thief in question was trying to work for a government agency. I do believe that welfare is run by a government agency. There for she was tryin to work for the same people she stole from in the first place. Welfare fraud  is not only steeling from the government it's steeling from the tax payers. So she was stealing from everyone.

As far as her trying to work I'm all for it but don't come crying when your past catches up with you..
