got solid rock base but not just a bunch of rocks,,, drop bury should not be a problem,, i'm doing some storm shelters on the side and they have problems,,   4 + ft depth is a problem, but usually  you can go 3 or so before you hit any thing,, better in most places unless you get on the ridges surrounding the city.
