Oh and to answer the original question, they're not. Everyday they have a pool of new talent illegally crossing the borders into our country and quite a few unethical primes harvest information from this and other sites to run those illegals under a good name, or the illegals show up with clean ID's and work under them. Either way that prime has found a new way to rake in $$$ as they'll pay the illegals a lower rate, and deduct payroll taxes knowing the illegal will never file for a refund and simply pocket those deductions along with bogus charge backs as well because the illegals won't complain to the authorities, and as long as they have some legitimate employees to file with they can claim that's the workforce getting the work done.
