That nasty orange wire was probably from a CATV guy. Sats use black and are supposed to dig in UG drops with the installation.
The other issue with using CATV plant in apartments is there are often splitters and or amps inside the buildings that would need to be bypassed IF you can find them and or get access to the locked interior closets.
It can work but is not EZ.
