I went to the Google Town Hall and this is the question every contractor in the room was asking. They gave the same answer everytime, they have existing vendors and contractors that will be doing the design and construction to the house. They are going to hire maybe 3 locals. They were very adament about this, so I would say your best bet is to try and find out who there vendors/contractors are and look for employment/ sub opportunities that way.
