No it wasn't.
At least if it was in the easement I could almost understand.
Heck, I have done it myself a couple of times over the past 25 years.
After talking to him about it he explained that he thought he should jig out the fiber the easiest way to pull the lasher.
He really don't have the experience to do this himself.
But it's all good. We fixed it and got R done. And it looked good in the end. That's what counts.
