Alot of bigger companies post jobs, collect resumes, and when bidding on a contract use the resumes they like as "employees"! So, Joe the Design Engineer, that has 25 years experience and is looking to move on due to lack of advancement, send in his resume. The contractor placing the bid sends in the list, 4 Design Engineers, 20 field engineers, they've had 10 small aeriel companies respond with 2 bucket trucks and 3 man crews for fiber, so 20 aerial fiber placement specialists, with trucks, trailers and 3 man crews, etc. You get my drift. Sometimes they get the contract and you hear from them and you laugh like crazy when they tell ya the footage price and some times they don't get it and you never hear from them. Either way, if your smart, you don't have a job from the advertisement.
