Wouldn't doubt it, back in the early 90's the gov passed the right to carry law(not the laws name) that says that if a MSO within 50 miles of the local station is rebroadcasting their signal the local station has the right to either get paid or make the MSO sign a agreement saying they must carry their channel. The MSO can either pay if they want to keep the channel or take it off their lineup unless the local station has them sign a must carry. If that's the case the MSO has to carry the station but they don't have to pay for it.

I was working in Hershey Pa and the local Harrisburg CBS station wanted the the company to pay to carry them. The company said no we'll take you off our lineup and carry the CBS from Lancaster they're 55 miles from our antenna so we can carry them for free. The Harrisburg station suddenly realized all the homes that were not going to pick up their channel anymore and came back and said no we'll settle for a must carry instead.
