Yup,

And here in Centreville, MD we have a local cop who shot a puppy for malicious growling. The guys in the local cop bar probably called him killer or something.

Then, in the same town a few years later, two cops did not take the kill shot at a known nut who had a reputation for just being loud and strange. While those cops were talking to him he picked up a 12 ga and killed both of them. Their names are on a sign as you drive onto the Eastern Shore of MD from the Chesapeake Bay Bridge.

Not an easy topic. You get a few seconds to decide. Then everyone gets to second guess what you did. For me, when I see a BEWARE OF DOG sign I honk the horn until someone comes out. I point at the sign and start backing up. Let them decide what to do.
